War Dept., 1873, 1¢ 2¢ and 6¢ (O83, O84, O86), single of each, tied by cork cancels, "Prescott, Ariz., Sep 7, 1881" c.d.s., on orange legal size Official Business envelope addressed to the Post Surgeon at "Camp on Walnut Creek, Arizona Ter.", stamps were applied unnecessarily over a printed penalty indicia; reduced at left, 6¢ with repaired corner, Fine, triple the 3¢ domestic rate.

While the penalty indicia was not valid for field office correspondence with private citizens, it was valid in this case as correspondence with other government officials; this cover actually required no postage.
